I have just concluded a highly successful discussion with President Vladimir Putin, of Russia, wherein it was agreed that Russia will immediately supply over 300,000 Tons of Diesel Fuel to the American and Global Marketplace, another 500,000 Tons during the month of November, and 1,000,000 Tons immediately thereafter. Additionally, based on the condition of their Diesel Refineries, Russia will then deliver, within a short period of time, 3,000,000 Tons of Diesel Fuel. Between our TOTAL CONTROL of the Strait of Hormuz, and this great announcement on Russian Energy, Diesel Prices for Americans and, indeed, the World, will be COMING DOWN, IN RECORD NUMBERS, AND FAST! Lower prices for Americans, especially our Great Farmers, Ranchers, and Truckers, is my Greatest Priority. This is a very big and important announcement. Additionally, it must be understood, that Iran will not have a Nuclear Weapon! Thank you for your attention to this matter.
Analysis: This statement, posted on Truth Social on October 9, 2026, is a masterclass in geopolitical absurdity and inconsistency. President Trump presents a deal with Vladimir Putin to import Russian diesel as a triumph, while simultaneously demanding that Ukraine’s President Volodymyr Zelensky be replaced for not making a deal. The grotesque irony is that Trump is praising a leader who is actively waging war against a US ally, while criticizing the ally’s democratically elected leader for defending his country.
The factual context is stark. The deal was announced just weeks after Trump signed the Lindsey Graham Russia Sanctions Act, which was designed to penalize nations purchasing Russian energy. The US Treasury’s Office of Foreign Assets Control (OFAC) issued General License No. 135, authorizing the import of Russian diesel until April 7, 2027. This move directly contradicts the administration’s own stated policy of economically isolating Russia and undermines the sanctions regime that US allies, particularly in Europe, are trying to maintain.
Furthermore, the promised volumes are a drop in the bucket for US demand. The US consumes approximately 3.6 million barrels of diesel per day. The initial 300,000 tons (about 2.2 million barrels) represents less than a day’s supply. Analysts also noted that the first Russian diesel cargo, the tanker MINERVA ZEN, had left St. Petersburg on September 22, two weeks before the deal was even announced, suggesting the agreement was secretly in the works for some time.
The deal’s primary motivation appears to be domestic politics. With diesel prices at $6.28 a gallon, up from $3.68 a year earlier, and the midterm elections weeks away, Trump was desperate to lower fuel costs. By turning to Putin, he has provided Russia with billions in revenue to fund its war effort, a point Zelensky made forcefully, calling it a ‘happy birthday present for Putin.’ Trump’s subsequent call for a new Ukrainian president, saying ‘I think it’s time for Ukraine to get a new president,’ is a stunning intervention in the internal affairs of a sovereign ally, driven by his own political needs rather than any strategic logic.
