Trump frames a natural environmental phenomenon—wildfires exacerbated by climate change—as a failure of ‘forest management’ and ‘debris removal’ by a foreign sovereign nation. The claim that Canada can ‘maintain’ 900 million acres of remote, often inaccessible boreal forest is logistically impossible and ignores the role of lightning strikes and extreme weather conditions in megafire ignition. Furthermore, the suggestion that the economic costs of air pollution can be recouped through trade tariffs is a fundamental misunderstanding of both environmental science and international trade law. Tariffs are taxes on imported goods; they do not function as a mechanism for environmental reparations or a way to ‘bill’ a country for atmospheric conditions.
